This is a Provider Selection Regime (PSR) intention to award notice. The award of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 17th November 2026 23:59. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Written representations should be sent to:
Contact: Victoria Sullivan
Email: victoria.sullivan11@nhs.net

Decision-makers:
The decision-makers are recorded as the senior leaders of Barts Health NHS Trust, as follows:
Professor Ian Jacobs, Chair, Barts Health NHS Trust
Decision date: 4th November 2026

Conflicts of interest:
No declared or potential conflicts of interest were identified in the decision-making record.
As no conflicts were identified, no specific conflict-management actions were required.

Relative importance of the key criteria:
The relevant authority considered all five statutory key criteria. In determining relative importance, overall assessments were made on Quality and Innovation and Integration, Collaboration and Service Sustainability, reflecting the clinical safety, operational resilience and pathway-integration requirements of the Urgent Treatment Centre service, Quality and innovation, Value, integration, collaboration and service sustainability, Improving access, reducing health inequalities and facilitating choice and Social value. The decision was based on the overall evidence available, and no criterion was considered in isolation.

Particular importance was placed on:
1 - Quality and innovation: clinical performance, 15-minute assessment, four-hour performance, streaming and governance.
2 - Value: 95% four-hour performance across the combined Type 3 cohort,
reduce first-to-final reporting variation to no more than 5% by the end of 2026/27.
3 - Integration, collaboration and service sustainability: NHS 111, Adastra, local pathways, workforce resilience and overnight provision.
4 - Improving access, reducing health inequalities and facilitating choice: accessibility for the Newham population, local-health needs and any evidence concerning inequalities or patient pathways.
5 - Social value: local recruitment and wider community benefits.

This approach reflected the need to appoint a provider capable of delivering a safe, responsive and sustainable urgent treatment service, while supporting access, integration and continuity across local urgent-care pathways.

Rationale for choosing the provider:
PELC was identified as the most suitable provider after consideration of the four identified potential providers. Following application of the basic selection criteria, PELC progressed to assessment against the five statutory key criteria. Following that assessment, PELC was identified as the most suitable provider.
This approach reflected the need to appoint a provider capable of delivering a safe, responsive and sustainable urgent treatment service, while supporting access, integration and continuity across local urgent-care pathways.

PELC provided the strongest overall evidence of established urgent-care delivery. The assessment recorded:
98% four-hour performance, exceeding the 95% service requirement.
99% of patients initially assessed within 15 minutes, exceeding the 95% target.
Existing 24/7 streaming capability and strong overnight coverage.
Established North East London relationships and integration with NHS 111 and Adastra.
Joint operational and governance arrangements with BHRUT.
Wider pathways involving the London Ambulance Service and voluntary-sector partners.
Strong local workforce capability, with more than 70% of staff reported as locally recruited.

On the evidence available, PELC was therefore the strongest overall match against the service requirements and PSR key criteria.

The award remains subject to completion of the standstill period.

Standstill period:
The standstill period begins on the day after publication of this intention to award notice. Written representations may be submitted before midnight at the end of the eighth working day after the standstill period begins.

Notice publication date: 5th November 2026
Standstill period begins: 6th November 2026
Deadline for representations: 17th November 2026 23:59
