The London Borough of Ealing is undertaking preliminary market engagement to inform the future procurement of a Universal Stop Smoking Service.<br/><br/>This notice is issued for the purposes of preliminary market engagement only and does not constitute a call for competition or commencement of a procurement process. <br/><br/>This premarket engagement and future procurement is being undertaken under the Health Care Services (Provider Selection Regime) Regulations 2023.

II.2.4) Description of the procurement
The London Borough of Ealing is undertaking preliminary market engagement to inform the future procurement of a Universal Stop Smoking Service. <br/><br/>Ealing currently commissions stop smoking support through an existing universal service model. As the current contract approaches the end of its term in March 2027 the Council is reviewing and redesigning the service in response to local need, national policy developments, the emerging Ealing Tobacco Control Strategy (2026-2031) and additional investment available for tobacco control. <br/>The future service is expected be available to people who live in the London Borough of Ealing, are registered with an Ealing GP, or work or study within the borough.<br/><br/>The Council is seeking feedback on a potential lead provider model, under which a single organisation would hold overall contractual responsibility for the service and provide strategic leadership, governance, quality assurance, performance management and reporting.<br/><br/>The Council welcomes feedback on how best to structure these arrangements to maximise reach, effectiveness, integration and value for money.<br/><br/>The purpose of this preliminary market engagement is to inform the future service specification, delivery model and procurement approach.<br/><br/>Draft specification and more proposed service details are available at Ealing's e-tendering portal - https://ealinglbc-atamis.my.site.com/s/Welcome.
