Abstract

Framework agreement for high specification transportation services for works of art from private and institutional lenders within the UK, Europe and abroad. Contractors are responsible for the safe packing and transport of the works of art, provision of road and air transport services and import / export customs.

The framework agreement award will have a maximum of 5 economic operators.

The service will also require an ability to provide museum specification cases and high security, environmentally controlled warehousing.

The National Gallery accounts for approximately 70 % of the contract value.

VI.3.2)

Lodging of appeals

The National Gallery and National Portrait Gallery will incorporate the option to seek a further de-briefing, at the point when the framework award is notified to the unsuccessful tenderers. Such additional information should be requested from the address in Section VI.4.1 of this notice. A de-briefing will be offered by the contracting authority within 15 calendar days, from the point of receiving the request from the economic operator. If after this de-briefing the economic operator wishes to then appeal regarding the award of the framework agreement, the UK Public Contracts Regulations 2206 (SI 2206 No.5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach; to take action under the provisions of this law. Any such action must be brought promptly, generally within 30 days to seek the award to be set aside or within 3 months to seek damages. If successful the court may order the contract ineffective and may set aside the contract and / or award damages.
