Abstract

This procurement process relates to an ''extra care'' specialist housing development for older people (the Scheme) proposed by Wythenshawe Community Housing Group Limited (the Contracting Authority), with funding assistance from the Department of Health's ''Care and Support Specialised Housing Fund.''

The Contracting Authority is a successful registered provider which owns over 13,600 properties and is based in East Wythenshawe, South Manchester. The Contracting Authority is part of a wider group that includes Willow Park Housing Trust Limited and Parkway Green Housing Trust.

The Contracting Authority requests expressions of interest from suitably qualified and experienced contractors in connection with the Scheme, which will provide 135 new two bedroom apartments of varied tenure mix.

The proposed tenure mix (which is subject to change at Invitation to Tender stage) is as follows:

- 66 apartments for affordable rent;

- 39 apartments for shared ownership; and

- 30 apartments for outright sale.

A ''community hub'' facility will also be constructed within the Scheme to serve as an integral part of the overall development for use by the Scheme's residents and the surrounding community.

The Scheme will be constructed on two adjacent sites on either side of a main road with an interconnecting bridge link (together the Site).

The Site is located in a prime location in Wythenshawe, approximately seven miles south of Manchester city centre. It is ideally situated within the Wythenshawe community, with access to many adjoining neighbouring facilities, all offering a considerable variety of amenity provision. Local public transport facilities of buses, a taxi rank and the Metrolink tram service provide excellent transport links and accessibility to the wider Wythenshawe area and the rest of Greater Manchester.

Following pre-qualification and formal tender stages, the Contracting Authority intends to appoint a single contractor to construct the Scheme. The successful contractor will be required to enter into a JCT Design and Build Contract (2011 edition) (as further amended pursuant to the Contracting Authority's requirements), further details of which will be set out in the Invitation to Tender documentation in due course.

The proposed construction period for the Scheme is eighteen months commencing in May 2014.

Further details of the Contracting Authority's requirements shall be set out in the Pre-Qualification Questionnaire and Invitation to Tender (in due course). However, contractors should note that in order to be awarded the building contract, they will need to be able to demonstrate both knowledge and experience in providing works of the type set out in the Pre-Qualification Questionnaire and the Invitation to Tender (in due course) in the context of affordable housing and extra care developments.
