Short description of the contract or purchase(s)
Northumberland Clinical Commissioning Group (CCG) is a progressive organisation that aims to stay focused on better outcomes for its population of 330,000 patients. The CCG are seeking a prime contractor of psychological therapies, including improving access to psychological therapies (IAPT) (excluding secondary care). The prime contractor will, as contract holder, be solely accountable for the entire adult service (including IAPT, but not secondary care) and for all referred psychological therapy patients. We are looking to work with people who aim for excellence in all areas and are willing and capable of going the extra mile to exceed expectations.
The CCG is highly committed to realising the full potential of clinical quality, value for money, and clinical and service user outcomes that an innovative, unified model of provision can offer. The intended financial envelope over a 5 year period is expected to be a maximum of GBP 20 m (i.e. circa GBP 4 m per annum) and a key focus of the contractual model will be an element of gain share linked to achievement of specified outcomes. The intended services include: cognitive behavioural therapy, interpersonal psychotherapy, guided self-help, group work, counselling and psycho-education.
Under the Public Services (Social Value) Act 2012 the contracting authority must consider:
? How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area.
? How, in conducting the process of procurement, it might act with a view to securing the improvement.
The North of England Commissioning Support Unit (NECS) are transacting the procurement process for and on behalf of NHS Northumberland CCG. NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers, and all communications and submissions will be conducted via the In-Tend Portal (which can be found at https://in-tendhost.co.uk/necs). It is free to register on the portal, which can be accessed at any time of day. Once registered, bidders must select ?Forthcoming? within the ?Tenders? tab at the header of the home. Bidders must then select ?NHS Northumberland Clinical Commissioning Group Psychological Therapies Service?. If you require further assistance, a help guide can be found on the portal by clicking on the tab marked ?Guidance for Suppliers?. Alternatively, a dedicated helpdesk is available should potential providers have any queries and can be contacted on 0844 2728810 (Monday to Friday 8:00 to 17:00) / support@in-tend.co.uk.
Please note the deadline for submission of all bids is 17:00 on 24.11.2014.
