Total quantity or scopeKesgrave High School is a secondary school in Kesgrave on the northern edge of the town of Ipswich in the English county of Suffolk. The school has approximately 1 800 pupils aged 11 to 18, which includes a sixth form with over 300 pupils.
The School has undergone extension in recent years, including the construction of a new Creative Media Department, a Communications block, a PE block and a sixth form block. The School also underwent further extension in the summer of 2013 with the demolishing of the History block, one of the oldest blocks in the School, and the building of the new humanities block which was completed in April of 2014.
The School has been successful in being granted a capital bid to build a brand new catering outlet which would serve our upper years and Sixth Form. It is also intended that this new facility would be open after school and possibly on a Saturday to accommodate parents who are watching their children play football on the Artificial Grass pitch each night. Usage of that facility is fully booked and there are 4 changeover periods per night. There is therefore enormous potential to develop a catering service in this area. Building work is due to commence around February with completion by August.
The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of service within the existing facilities for the students, teaching and support staff, with a focus on exciting new food concepts to satisfy a wide range of pupil tastes and dietary requirements. The School would wish the successful contractor to review the current range of services offered and make recommendations accordingly.
The contract covers the scope for the provision of all catering services within the School, which also includes all hospitality and free issue requirements, which are to be recharged on consumption at ‘net’ food cost only.
The duration of the contract being offered is 3 years commencing on 1.6.2016 and concluding on 31.5.2019 and will operate as a Guaranteed Performance Contract, with the successful Contractor offering the School a guaranteed return / cost per annum for the provision of catering services. Sovereignty of the cash tariff is to remain with Kesgrave High School for the duration of this contract.
The contract being offered within this tender will be based on a guaranteed performance basis with all free issue requirements and hospitality The School is looking for the successful tenderer to provide inward capital investment to refresh and rejuvenate the catering facilities thus improving on the current provision.
The quality of food provision will be critical and indeed your organisation must be flexible enough to source bakery, meat, fruit and vegetables and dairy products through local suppliers based no more than 20 miles from the school. It is expected that menus will feature and utilise products in season when available.
Customer engagement will be fundamental to the continuous improvement in the service provision and within your tender response your methodology to this will need to be detailed along with examples of where this has been undertaken within similar contracts recently.
The successful contractor should have similar operations within the local area thus ensuring that the Operational Management Team responsible for the contract is available for regular unplanned visits and support for the contract, and that coverage for any planned or unplanned leave from within the establishment staffing structure can be easily provided. |

Economic and financial capacity
Tenderers will be required to complete and submit a pre-qualification questionnaire and associated documentation to The Litmus Partnership Limited.

Economic and financial standing — Tenderers are required to have a minimum annual turnover of 250 000 GBP (two hundred and fifty thousand pounds sterling).
Suppliers must be financially fluid and currently trading.
They must not be recorded at Companies House as having any negative action / event (dissolved, removed, in liquidation, etc.) that calls into question their financial / corporate standing. Such action / event will be deemed to be a failure to meet minimum standards of economic and financial standing. Additionally, suppliers must provide suitable evidence in the form of the last full year of accounts (audited and accompanied by auditors' confirmation where they are above the statutory threshold for providing audited accounts, or certified by their bank if they are below the statutory audit threshold). Non provision of such evidence to a satisfactory standard will be deemed to be a failure to meet minimum standards of economic and financial standing.
If a business has been recently set up and not audited, annual or endorsed accounts have been produced, unaudited or management accounts for the 3 months prior to the application must be provided and certified by an independent Chartered Accountant or accompanied by a positive bankers reference for the bidder.
Where information is available to the contracting authority that points to concerns over financial viability, further information may be requested to evidence financial viability and non-availability of, or refusal to provide such evidence, will be deemed to be a failure to meet minimum standards of economic and financial standing.
