Short description of the contract or purchase(s)

To make available a secure supply of commercial grade Unstenched Propane for collection by SGN appointed haulage contractors in SGN LPG road tankers. Quantities will vary but will be circa 3 500 tonnes of propane per annum. The collection point is required to be in Scotland, but in event of an extended shut-down SGN may have a requirement to go further afield.

The specification of the Propane will be in accordance with British Standard 4250, Unstenched.

SGN is undertaking a Procurement Event to select and award a Framework Agreement (reference 2210.04.20) for supply of Unstenched LPG. This Framework Agreement is for the Supply of Unstenched Liquefied Petroleum Gas (Propane) for the Stornoway LPG plant, on the Isle of Lewis.

The purpose of the LPG facility at Stornoway is to store, re-gasify, and supply propane to the town of Stornoway, there are approximately 2 Thousand domestic and commercial consumers. The site has a storage capacity of 540 MT, and can accept deliveries by road tanker at the site, or by bulk LPG ship via a pipeline that runs from Stornoway harbour to the site.

Traditionally, this site has been supplied by ship only, however SGN now operate 3 x 24 tonne capacity LPG road tankers. Due to the remote location of the site, and the unpredictability of the weather in this region, it is essential that we maintain two separate supply routes. Quantities will vary but will be circa 3 500 tonnes of propane per annum.

This Framework Agreement concerns the supply of LPG by the road tanker element only.

It is intended that the contract will commence May 2017 and will be for the duration of three years, in the first instance, with an option to extend for a further two (2) years in 1 year blocks. The Framework Agreement will not guarantee any exclusivity of work, level of work, income or financial return over the Agreement term.
