Q&As, clarifications and additional information
Question 1.
If offering a choice of two different PLB options / models fitted to the proposed lifejacket, will two physical samples of lifejackets with the different PLB’s fitted need to be supplied?

Answer 1.
Supplying one physical lifejacket sample with one PLB fitted and the other PLB separate will be sufficient, as long as instructions on how to integrate (attach and un-attach) both PLBs are provided. This will allow the tender evaluation panel to assess how well both PLBs integrate with the proposed lifejacket.

Question 2.
If offering a choice of two different PLB options / models fitted to the proposed lifejacket, will
two sets of tender documents need to be submitted?

Answer 2.
One tender document including details of both, fully costed PLB options will suffice.

Clarification regarding PFD / lifejacket requirements
Tenderers are asked to propose a PFD / lifejacket that best meets the detailed equipment specification set out in Section 2 of the Invitation to Tender document. It is not compulsory to propose the Mullion Compact.

Clarification regarding LED lights
A SOLAS approved lifejacket light is NOT required. Any form of LED light can be fitted to the lifejacket or provided by the integrated PLB.

Clarification regarding pre-registration of PLBs
Skippers / Vessel owners will be expected to apply for the safety equipment on behalf of their crew. PLBs will need to be registered to the Skippers / Vessels owners that apply, rather than individual crew members. Please see an example of the PLB registration form that will be used for the project in ‘Additional Documents’.

Clarification regarding submission of tender responses and physical samples of safety equipment
All tender responses must be submitted electronically via www.sell2wales.gov.wales. Only the physical sample of the safety equipment proposed within the tender must be posted to the Edinburgh office address provided in the Invitation to Tender document.

Clarification regarding logos
A minimum of three logos must be visible on the lifejacket. These include the European Maritime and Fisheries Fund, Seafarer’s UK and Welsh Fishing Safety Committee logos. If space permits the Seafish logo should also be included. All four logos are available in ‘Additional Documents’.
10/11/2017 13:16
Question regarding delivery of safety equipment
Question:
Do the PFDs with PLBs need to be delivered (posted) to individual fishermen / applicants or can they be delivered in bulk?

Answer:
Each order of PFDs with PLBs (see Section 3 of Invitation to Tender for further information) will need to be delivered in bulk to a single address in Wales (to be confirmed on Award of Contract). Each PFD with pre-registered PLB will need to be individually labelled / identified so that the correct equipment can be distributed to the correct applicant (individual Skippers / Vessel Owners).
