Abstract

The role of Care at Home is to support people and support their carers (as appropriate) to have a good quality of life in their own homes. The service covers both long term care needs and short term intervention which includes personal care and social/emotional support, all in line with re-ablement practices.

The service is to cover care at home to children and young people, adults, and older people. Providers are able to choose delivering services to children and young people only, adults and older people only, or a combination of both; however they must be appropriately registered with the care inspectorate for the service they wish to deliver.

The service aims to help and support people to sustain, recover or manage their health, skills and abilities to lead independent and fulfilling lives. The service also provides support to those approaching the end of their lives in their own homes, where this is their choice.

Successful delivery of the service involves putting the person at the centre of decisions about the way that they want to live and the support that they want to receive. It also requires that services are provided in a way which reflects a strong commitment to the principles set out in the National Care Standards for Care at Home services. The principles are dignity, privacy, choice, safety, realising potential and equality and diversity. It also requires close co-operation with and listening to the views of people who use the service and, where appropriate, obtaining the views of family carers and friends.

The process to qualify for participation will be through a set of required minimum standards, a series of quality based questions and price information. The minimum standards and award criteria are as detailed within the document on Public Contracts Scotland Tender. Only those Providers achieving the required minimum standards will be eligible to be considered for inclusion on the list.

It is anticipated that each Service Provider qualifying for participation on the list will be awarded an overarching contract. Through this arrangement, Service Providers may be awarded care packages through one of a number of call off mechanisms. A full description of these is contained within the tender information. Please note participation in this list, or the award of any overarching contract does not guarantee that any Service Provider will receive any care package commissions.
