This provision include:
— Implementation of a new social care system, replacing the current system;
— Implementation of a new social care payments system, replacing the current system;
— Automation of processes that support social care payments;
— Reporting and performance monitoring tools to enable tracking of activity and finances;
— Full migration of data from existing system to new.

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Due to the failure of the incumbent supplier to deliver their solution, as contracted, to the Council there was an urgent need to replace the system in its entirety in order to ensure compliance with relevant legislation and to avoid unnecessary risk to vulnerable citizens within Manchester. This urgent requirement did not allow for sufficient time to undertake a full tender process.
