This contract is for the provision of Occupational Health Services for Merseyrail Electrics 2002 Ltd. The provision of occupational health (OH) services accompanies the ability of employees to access an Employee Assistance Programme (EAP). Our OH requirement centers on responding to referrals (usually initiated by line managers or the HR Partner team) and providing advice related to specific health issues that may impact on the ability of particular employees to carry out their job. The OH provision is to be located in Rail House in Liverpool.

II.2.4) Description of the procurement
This contract is for the provision of occupational health services for Merseyrail Electrics 2002 Ltd (Merseyrail).We are looking for the successful bidder to have a proven track record in the provision of an occupational health service, including public sector organisations of a similar size to Merseyrail. The OH provision must be located in Rail House in Liverpool.
We require the successful bidder to allocate a specific team to deal with our cases. The clinical team should be led by a qualified medical doctor who has accreditation with the Office of Rail and Road (ORR) and a qualification in occupational health. Our line managers and/or HR team will require access to the doctor to discuss individual cases in order to clarify advice or obtain further information.
We expect to be able to build a positive relationship with the team so that they have an understanding of our needs as a client. The occupational health service provision must actively support our absence management process.This includes a positive approach to enabling staff with ongoing health conditions to continue to work, or return to work supported by a phased return and/or reasonable adjustments, where appropriate, in line with our responsibilities under the Equalities Act 2010.
As a minimum, the OH provision is required to include:
1) A specified account manager;
2) Case management;
3) Maintenance of medical records relating to referrals;
4) Access to advice from a specified medical doctor;
5) Telephone support for advice and information relating to the provision of the service and individual cases;
6) Appointments with suitably qualified medical practitioners at Rail House;
7) Liaison with GPs, Consultants or other medical practitioners who have been treating our staff, where this is appropriate;
8) Post referral reports that provide a clear prognosis and advice;
9) On-site workstation assessments (Ergonomics) for staff who have medical conditions that may be linked to their workstation environment;
10) Input into our intranet providing advice on health matters and with sign-posting to other appropriate websites;
11) An OH management system;
12) Electronic real time management reporting information;
13) Information and advice on both general health issues and specific health related events which could have a detrimental effect to our staff and service delivery, eg: noro virus etc.; and
14) An ability to supply / co-supply (at an optional additional cost) preventative medical interventions for larger numbers of staff in response to specific health related events, e.g. flu inoculations. The provision of any associated medicines shall be charged to Merseyrail at cost on consent from Merseyrail.

Merseyrail Electrics 2002 Ltd (Merseyrail) is an urban commuter train operating network of vital importance to the transport infrastructure of Liverpool and its environs, operating on the Wirral and Northern lines within Merseyside. It is one of the most punctual and reliable railway networks in the UK, with consistently high scores for customer satisfaction.

Merseyrail is a unique concession in the UK as the Department for Transport has been delegated by Parliament to the Merseyside Passenger Transport Executive (Merseytravel) and the concession agreement is between Merseyrail and Merseytravel. This gives much better local control by local people of local services. Another unique feature is the length of the concession which is 25 years from 20.7.2003 with review dates along the way.
The concession is operated by Merseyrail Electrics 2002 Ltd, a 50/50 Joint Venture company between Serco and Abellio.
