Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
An urgent unforeseen requirement has arisen to develop a Resources and Efficiencies Measures (REM) recording system for use within business critical ICT infrastructure operated by the CPS. To ensure continued operational use of and guard against failure of systems, time restrictions require an award of contract without the use of an open, restricted or competitive procedure. The CPS has entered into contract with the Supplier to ensure continued operation efficiency. The Supplier is an incumbent able to fulfil the requirements of the contract without need for a full mobilisation and discovery phase, therefore reducing risk of system failure through delay. The build phase is anticipated to not exceed 13 weeks. A Voluntary Ex Ante Notice (ref: 2018/S 179-406633) was published on 14.9.2018 prior to award of contract.
