Abstract

The University is seeking to award a concession to a partner to develop a suite of online/blended Masters programmes with a target market of students both internationally and in the UK. The aim of this procurement is to appoint a high quality commercially minded partner with the necessary Online Programme Management capabilities to support the University to achieve this. The tender documents are accessible through the Delta e-sourcing website referred to in this notice.

The first phase of development will be to launch with online programmes in business and management with a delivery start date in the 2019/20 Academic Year.

The University is undertaking this procurement in accordance with the ‘Light Touch Regime’ (Regulation 19) of the Concession Contracts Regulations 2016 (“CCR 2016”). A 2 stage procurement process is being followed whereby the number of tenderers will be reduced prior to the second stage taking place.

Precise information on deadline(s) for review procedures:

The Contracting Authority will incorporate a minimum 10 calendar days standstill period following electronic notification (minimum of 15 calendar days for any other means of communication) to applicants of the award decisions.

This notification will provide the information that tenderers are legally entitled to regarding the award decision. The standstill period provides times for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Concession Contracts Regulations 2016 provide aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
