Abstract

Cambridgeshire County Council is seeking to award a Framework Agreement for the provision of arboriculture services within the County boundaries. The Council manages around 150 000 trees in educational settings not including those on the highway, or other land — properties. In addition the County Council is delivering a service to academies to ensure that tree stock is maintained to a healthy standard. The framework will encompass a wide range of tree maintenance to ensure the upkeep the existing trees stock in line with the Councils’ landlord responsibilities.

This Framework is open for use by all of LGSS (and subject to clause 1.3.2 below) including:

— partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Milton Keynes Council, Northamptonshire County Council, Norwich City Authority and Northampton Borough Council) who participate in LGSS’ shared services venture,

— New LGSS customers seeking to utilise LGSS frameworks on an independent third party basis,

— any city, district, borough or other local authority within the counties of any LGSS partner authority (currently Cambridgeshire County, the City of Milton Keynes and Northamptonshire County) including Northamptonshire Partnership Homes,

— any companies or organisations set up by participants in LGSS,

— any school, academy, university or other educational establishment within the counties of any LGSS partner authority (currently Cambridgeshire County, Northamptonshire County and Milton Keynes) and

— any Public Body outlined in either Part I or Part II of the Local Authorities (goods and services) (Public Bodies)Order 1972. Details of these can be found at http://www.legislation.gov.uk/uksi/1972/853/made.

Northamptonshire County Council operates a federated model whereby a number of organisations have been created to deliver services on behalf of NCC. These organisations currently include Olympus Care Services(OCS), First for Wellbeing (FfW), and the Children’s Trust. For all intents and purposes, these organisations form a collective NCC Group and as such have access to use contracts entered into by NCC.

Whilst this framework is open to all of LGSS’ partners and customers etc as detailed at 1.1, this framework is primarily for use across Cambridgeshire, and in particular Cambridgeshire Schools. A document detailing the schools within Cambridgeshire is included as a separate document.

It is difficult to predict the exact value of this contract as the Authorities’ requirements are likely to vary over the contract term, but it is estimated that the total value will not be less than 320 000 or greater than 500 000; this higher figure to allow for other bodies as above to access this framework.

There will be no guarantee of work or volume of work to be given under this framework contract.

It is envisaged that the framework will consist of between 4-6 providers (depending on the quality and closeness of Tender submissions), with work, the order being:

Ranking

— packaged up and issued as mini-competitions through this framework, with the criteria for the mini competitions ranging from a quality/price evaluation between 60 % price 40 % quality up to 40 % quality and 60% Price depending on required outcomes for each package of work,

— emergency rates submitted as part of this main tender process shall be capped for all subsequent mini-competitions, with providers given the option to go below but not above their submitted rates. Such capped rates shall be held firm for the full 4 years of the framework.
