Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
An unforeseen circumstance arose that necessitated the urgent award of a contract for confidential waste disposal services; to ensure continued provision of the service and ensure appropriate measures are in place for the secure disposal of protectively marked information, classified as official and official-sensitive. Time restrictions required the award of a contract without the use of an open or restricted or competitive procedure.
