Dorset County Council (DCC) and NHS Dorset Clinical Commissioning Group (CCG) are developing a new Framework arrangement under Schedule 3 — Light Touch to provide high quality care and support interventions for people with learning disabilities in the community. The commissioning partners are committed to delivering high quality services and outcomes, whilst working within decreasing budgets.

The aims are to deliver key outcomes in adult social care which are statutory responsibilities under the Care Act 2014:

1) deliver good health and care — affordable, flexible and accessible;

2) promote independence — helping people to help themselves;

3) enhance wellbeing for local communities.

The Framework will replace the DPS for learning disabilities which has been in operation since 1.6.2016.

Not all lots will be released at this time as they are provisional pending decisions by the new Dorset Council and are put here as a placeholder. These lots are marked as early provider information.

Tenderers are asked to note the following in relation to this Procurement:

In February 2017, to best protect public services and represent the whole of Dorset as the government continues to reduce the funding it gives to local councils, 6 Dorset councils — including Dorset County Council — submitted a proposal to replace the nine authorities with 2 unitary for all Dorset. This proposal is known as “Future Dorset”.

In February 2018, the Secretary of State agreed that the current nine councils across Dorset will be dissolved at the end of March 2019 and 2 new organisations, known as “Dorset Council” and “Bournemouth, Christchurch and Poole Council” will come into effect from 1.4.2019.

On 23.5.2018, the Parliamentary process to create 2 new councils in Dorset concluded, with the legislation being passed in both Houses of Parliament.

The 2 new councils for Dorset, one serving the Dorset Area (“Dorset Council”) and one serving the Bournemouth, Christchurch and Poole Area (“Bournemouth, Christchurch Poole Council”) will now start to be formed. The current nine councils will cease to exist on 31.3.2019, with the 2 new councils coming into effect on 1.4.2019.

The focus for Dorset County Council is to continue to deliver services between now and 31.3.2019, and to make plans for smooth continuity on Day 1 of the new Dorset Council.

All Dorset County Council contracts will transfer to the new authority, “Dorset Council”, as from 1.4.2019 as part of this statute structural change.

New users will be required to register onto the system in order to access this tender opportunity and documentation and to be able to submit a tender response. As a result of the procurement process commenced by publication of this notice under no circumstances will the Contracting Body be liable for any costs incurred by the candidates. Any expenditure, work or effort undertaken prior to Framework Agreement admittance, is accordingly a matter solely for the commercial judgement of potential suppliers.
