What is ADIRA?
The Public Sector across Wales is increasingly looking to Digital to drive efficiency and service improvement. However, at present many Public Sector Bodies lack the internal digital and specialist ICT capacity and capability needed to deliver their ambitious digital strategies and in some cases to maintain ‘business as usual’ technology and infrastructure.
In response, the National Procurement Service for Wales (NPS) has created an Agile Digital and ICT Resources Agreement (ADIRA) to provide a fast, compliant and cost-effective route to access the skills and expertise required by the Welsh Public Sector.
To manage the delivery of this agreement, the NPS has appointed Bloom Procurement Services (Bloom) for an initial two year period, with the option to extend for a further two years. Bloom, working in partnership with Welsh-based company Atebion Solutions, will be responsible for sourcing Welsh Public Sector buyers’ requirements through a Resource Pool of pre-accredited expert suppliers who can deliver across a range of Digital and ICT services.
ADIRA will use standardised Statement of Work templates to clearly define packages of work which will allow for prompt payment based on either time and materials or delivery of outcomes. Each individual requirement delivered through ADIRA will be valued at less than 500,000 GBP, with a duration of no longer than 12 months.
It must be noted that ADIRA does not allow for software or hardware to be procured via this route.
The Opportunity for Suppliers
The establishment of the Resource Pool will be key to the successful delivery of ADIRA. Whilst there is currently no definitive list of services, an initial catalogue of 17 service types has been defined (https://bloom.services/wp-content/uploads/2018/10/20180920_ADIRA_Category_List_FINAL.pdf) and will evolve over time, based on Customer requirements. It is intended that the framework will be available for the fullest range of services that may be required to support Digital and ICT projects and initiatives. Although the arrangement will be open to all Suppliers (subject to minimum accreditation requirements), there will be a specific focus on engaging with and on-boarding Welsh-based micro and small / medium businesses from the Digital and ICT Sector, contributing to a Prosperous Wales.
Suppliers will be contracted directly by Bloom, saving time and cost, and importantly reducing the complexity of bidding for work whilst removing the administration of setting up multiple supplier accounts across the Welsh Public Sector.
Online registration for the ADIRA resource pool is scheduled to be available from early November 2018. Registration information will be issued through Sell2Wales in due course.
