Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Strategic alliance will be ending as of 8th October resulting in division of the shared back office functions. Consequence of this is to generate significant uncertainty and particularly in respect of finance staffing and systems.
We propose to extend the current contract for a period of no more than 12 months as this will support the forces during the period of transition.
As structures and processes are established and embedded post October the forces/ PCC’s will be approaching the market for a new longer term contract during the first half of 2020.
