Abstract

Work is needed to establish a robust evidence base to enable the testing of the hypothesis that a strategy involving preventative actions, based on the awareness, education and enforcement interventions being undertaken as part of the Black Spots to Bright Spots project, has a superior impact to one where organisations only intervene reactively, i.e. clear up fly-tips. The consultant is to propose a methodology to support clear conclusions about the impact of the interventions versus a business as usual reactive approach. This methodology should consider whether social cost is being minimised, perhaps by the application of cost-benefit analysis.

ii) Once registered, suppliers must express their interest as follows

a) login to the eTendering portal

b) select ITT'

c) select 'ITTs Open To All Suppliers'

d) access the listing relating to the contract (itt_77570 "Living Levels Black Spots to Bright Spots Project: Economic Appraisal") and view details

e) click on 'Express Interest' button in the 'Actions' box on the left-hand side of the page

iii) Once you have expressed interest, the ITT will move to 'My ITTs', where you can download and view documents and where you can construct your reply as instructed. You must then publish your reply using the publish button.
