Justification:
Due to the failure of a mini-competition process under a framework agreement, the timeframes for the delivery of the Openshaw campus have been impacted and a further competition relying upon the standard time limits set out in Regulation 28(2) Public Contracts Regulations 2015 would be impracticable. In order to ensure that this critical element of the authority’s wider master plan can be met, the authority is relying upon the accelerated restricted procedure.
