II.2.4) Description of the procurement
The framework agreement will comprise the following service areas:
— consultancy support service,
— earthing designs, assessments and measurements,
— training courses.
Consultancy support service
— telephone support on any aspect of power system earthing,
— assistance in providing professional comment on parts of NIE Networks earthing policies,
— investigating earthing related incidents, HV or LV, either on site or from information provided,
— prepare technical reports on earthing related subjects, e.g. supplies to cellular radio sites, role of earthing, distribution transformer failure in lightning storms, etc.,
— written professional comment on documents, reports or proposals supplied to NIE Networks by a third party,
— assistance in designing specific or generic earthing systems for high voltage plant,
— assistance in designing specific or generic earthing systems for low voltage distribution network queries,
— provide assistance with the design of the NIE Networks HV and LV distribution systems as per the policies,
Earthing designs, assessments and measurements
The design, assessment and measurement and activities are split into 5 categories:
1) Secondary distribution substations;
2) Small scale generation substations;
3) New build transmission or primary distribution substations;
4) Existing transmission or primary distribution substations – refurbishment/extension;
5) Existing transmission or primary distribution substations – rolling testing programme.
Training courses
— NIE Networks may require training for particular groups of employees in a range of subjects. The appointed consultants will be asked to deliver half and full day training courses on a number of issues. These may include:
— distribution/LV earthing,
— theory and practical measurement of soil resistivity and fall of potential,
— other technical earthing content.

The framework agreement will be for a period of five (5) years with an option, exercisable entirely at the discretion of the contracting entity and subject to the terms of the framework agreement, to extend by a further optional period of up to three (3) years, with a total potential duration of eight (8) years.
