The procurement will deliver an adult community support service across learning disability, physical disability and mental health client groups.
The scope of the procurement will encompass services currently referred to as community supports, 24 hours support, housing support and supported living services. it does not include care at home provision.
Services will be delivered in a community setting, 24 hours a day, 7 days a week, 365 days per year, inclusive of sleepovers and waking nights, to adults aged 16 and over who have been assessed by North Ayrshire health and social care partnership as requiring a service.
Services will be delivered through a flexible framework contract model. The contract term will be for a total of six (6) years. The term will be an initial two (2) year period, followed by 2 further extension periods of 2 years. Providers will be invited to join the flexible framework at the 2-year break periods through a formal tender process.

Technical and professional ability:
Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services as described in Part II.2.4 of this contract notice.
Bidders must provide 2 satisfactory references on the reference templates provided in the instruction to tenders document. References should be completed and signed by previous customers for contracts of a similar nature, value scope and size. Completed reference templates must be uploaded into the general attachments area of the qualification envelope. If any of the referees score the bidder less than 3 the bidder will be excluded from the tender process.
Additional information.
Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.
North Ayrshire Council have decided not to use lots for this tender for the reason(s) stated below:
— value of contract not suitable for lots,
— nature of the contract not suitable for lots,
— delivery of the contract is location specific.
Lots could potentially introduce a risk of discontinued employment for transferring employees.
