Citizen is seeking to appoint multiple service providers to work with us to provide our required asbestos surveying services. The service will be predominantly provided to occupied domestic premises and will in the main be highly reactive and will be made available on 24 x 7 x 365 days a year basis. However, you should note that citizen is unable to guarantee the level or frequency of instructions. The reactive instructions are generated via a contact centre where appointments are raised which the contractor will be expected to attend. It is expected that many will be classed as emergencies will be completed within 24 hrs of the call and all other work must be completed within 10 working days.

Precise information on deadline(s) for review procedures:
Citizen Housing Group Ltd will incorporate a minimum 10 day calendar standstill period at the point information on the award of the framework is communicated to tenderers. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Generally any such action must be brought within 30 days from the date the aggrieved party knew or ought to have known about the alleged breach. Where the framework agreement has not been entered into, the Court may order the setting aside of the award decision or order Citizen Housing Group Ltd to amend any document and may award damages. If the framework agreement has been entered into the Court may only award damages or may in certain circumstances declare the framework award to be ineffective.
