II.2.4) Description of the procurement
Provision of a fully managed digital platform/tool that uses the latest national, regional and local guidelines to support healthcare professionals to identify patients at risk of cancer and advise on the most appropriate pathway (be it a test, investigation or referral) based on the services available locally. The platform will have built in safety-netting mechanisms that enable active surveillance of patients on a cancer pathway, including date, referrer, and pathway. It will capture the outcomes of patients sent on a cancer pathway to demonstrate as close to real time, information on referral rates and detection rates.

Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The contracting authority has assessed that this service solution can only be delivered at this time by one technically capable supplier, having a unique solution to meet all of the specified requirements of the contracting authority and for which the supplier has all the necessary governance (i.e. registration with the NHS Digital Data Security and Protection Toolkit) and registration (MHRA as a medical device), including compliance with the applicable legislation and regulations (including Data Protection Act 2018). The decision to award this contract will enable rapid mobilisation of the tool to deliver necessary benefit to front line clinicians supporting NHS patients within the primary care setting. This 1-year interim contract will allow suitable testing and evidencing of effective support to GPs, which will then inform the future commissioning of this type of tool from 2021 onwards. The outcome from this testing will also inform what the most appropriate process will be to award any subsequent, substantive contract(s).
