Precise information on deadline(s) for review procedures:
TfL incorporated a standstill period at the point of information when the award of the contracts was communicated to the tenderers. The notification provided full information of the award decision. The standstill period, which was for a minimum of 10 calendar days, provided time for the unsuccessful tenderers to challenge the award decision before the contract was entered into. The Utilities Contracts Regulations 2016 provide for the aggrieved parties who have been harmed or are at risk of harm by breach to take legal action in the High Court. Any such action is to be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order for any document to be amended. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to review the award decision before the contract is entered into.
