Abstract

The Africa-led Movemnet (ALM) technical support lot will be the delivery mechanism contributing directly to the overall programme impact and outcomes to:

(i) increase community level commitment to end FGM; and

(ii) to increase global commitment to end FGM. The ALM supplier will be expected to work with the other programme delivery partners to contribute to the achievement of all outcomes, particularly the Lot 2 Data and Measurement (DM) supplier.

To deliver outcomes i) and ii), the ALM supplier will support and build the capacity of the Africa-led movement to end FGM at multiple levels and at scale through 6 outputs. The ALM Supplier will work in close collaboration with the DM supplier and DFID during a 6-9 month co-creation phase to define an overall programme strategy and theory of change, agree baselines for measurement, finalise the geography for delivery and produce an operational plan with a breakdown of activities and resources amongst other key deliverables.

DFID is seeking a supplier to deliver a 60-month contract of up to 28 000 000 GBP from February 2020 until February 2025 for the Support to Africa-Led Movements to End Female Genital Mutilation (FGM) Programme.

The timeframe may be extended by up to an additional 2 years beyond the original 5-year term until February 2027 subject to satisfactory performance of the supplier, continuing need and availability of funding, and the agreement of the supplier and DFID, utilising a negotiated procedure.

There is provision to scale up by an additional 13 500 000 GBP depending on the success of the programme, performance and achievement of targets and if increased funds become available, utilising the negotiated procedure. The estimated value includes all applicable taxes and tenderers should include all applicable taxes in their tenders. Additional funds, may be provided by DFID, other donors, or a combination of donors.

Please note that the estimated value of 46 500 000 GBP is the combined total budget for Lots 1 and 2, inclusive of all extension options, represents a maximum, and DFID expects that competitive tenders based on the full Terms of Reference (Volume 3 of the ITT Pack) will come in at a lower level.

The main recipients of the services will be local communities, civil society groups, activists and other members of the Africa-led movement, and partner governments where applicable, as well as women and girls affected by or at risk of FGM.

Delivery may require visits to both fragile and non-fragile regions with the supplier(s) responsible for the Duty of Care for their staff and any third party sub-contractors.

A hybrid payment by results model will be used for effective implementation of the support to Africa-led Movements to End FGM programme and will link to achievement of agreed KPI’s and milestones. Key performance indicators will link delivery of targets to an agreed payment schedule.

A DFID standard service contract will be awarded.

Scale up/down is provided for in ToR and contract clauses to allow flexibility to respond to emerging needs.

DFID is supporting this programme to contribute to global efforts to achieve a world free from the practice of FGM by 2030.

The programme is comprised of 3 components:

(i) support to the Africa-led movement to end FGM at multiple levels and at scale (Lot 1: 28 000 000 GBP);

(ii) getting laws, policies and systems at multiple levels to work effectively to end FGM (delivered by UNFPA/UNICEF and WHO — 2 500 000 GBP); and

iii) generating the right data to guide interventions and measure change (Lot 2: 3 500 000 GBP).

The intended impact of this programme is a significant reduction of the practice of FGM in 4-6 focus countries/regions by 2024: the baselines for this will be agreed during the co-creation phase in coordination with the Data and Measurement component. The intended outcome of this programme is the acceleration of positive change in social attitudes towards ending FGM in countries/regions in which the programme is operational.

The DM supplier will work in close collaboration with the ALM supplier and DFID during a 6-9 month co-creation phase to define an overall programme strategy and theory of change, agree baselines for measurement, finalise the geography for delivery and produce an operational plan with a breakdown of activities and resources amongst other key deliverables.
