WRAP Cymru are seeking to overcome technical and commercial barriers which limit the use of recycled plastics in Wales beyond the currently accepted practices (such as HDPE and PET recycling) and result in a lack of differentiated market for recycled polymers. These barriers include those identified in WRAP Cymru’s Towards a Route Map for Plastics Recycling (2018) as well as barriers identified in the OECD report Improved Markets for Recycled Plastics (2018) and in particular: plastics contaminated and mixed with other materials (e.g. different polymers combined within products and/or design features which reduce recyclability; problematic additives; lack of/weak standards; poor data and/or information sharing which reduces market confidence.

Objectives, structure and scope of the project

Objectives

The objectives of this project are to:

1) develop and demonstrate solutions for overcoming real or perceived barriers to increasing recycled content by manufacturers in Wales;

2) demonstrate the economic viability and benefits of those solutions to the Welsh economy;

3) demonstrate the environmental benefits of those solutions;

4) provide sufficient robust evidence from the demonstrations to enable WRAP Cymru to develop recommendations for Welsh policy and industry guidance/standards or actions which can help to increase confidence in and promote the use of recycled content in products, components and packaging manufactured in Wales; and

5) encourage collaboration across Welsh supply chains to develop solutions that address barriers to the use of recycled content.

Structure

The work will be undertaken by a series of demonstration trials, each of which will be proposed and delivered by a separate contracted project team. A previous procurement resulted in two trials contracted, focussing on plastic products used in the construction sector.

Each project team should embody the relevant manufacturing supply chain (upstream and downstream of the manufacturer) to enable the viability of the proposed solution to be fully demonstrated.

One company in the project team will need to be identified as the lead partner, and this will be the contracting party with WRAP; all the other companies in the project team will be sub-contractors to the lead partner.

Total quantity or scope of tender

The total budget to March 2022 for all the trials contracted from this procurement is currently £130,000 including all expenses and VAT.

Within this, the total budget to March 2020 is £40,000; the remaining £90,000 is allocated to 2020/21 and 2021/22 and bidders can propose how to split their project costs across these two years.
