Consultant to produce Brynmawr & Nantyglo Regeneration Masterplan

Blaenau Gwent County Borough Council are seeking to commission a suitably qualified consultancy with proven experience of regeneration master-planning, place making, and commercial development to produce a detailed Place Making Plan. The Plan will identify and facilitate future regeneration activity within the study area that focuses in and around Ebbw Vale Town Centre, Blaenau Gwent, South Wales.

The purpose of this Place Making Plan is to inform and influence future strategic decision making for regeneration activity within the study area and act as an evidence base to support Blaenau Gwent CBC Officers with future external funding applications and support development of the replacement Local Development Plan.

The Ebbw Vale Place Making Plan must set out a coherent vision for the future of Ebbw Vale Town Centre and a number of its strategic sites and recommend measures that will improve their functionality, attractiveness, liveability and vibrancy. Consultants will achieve this by considering and proposing viable development options for land, buildings and transport infrastructure to meet the needs of current and future generations of residents and visitors and identifying and building on the study areas existing strengths and recommending redevelopment options that will maximise the potential of vacant land, buildings and transport infrastructure.

Due to the commercially sensitive nature of the Place Making Plan consultants are required to deliver the plan in two separate ‘deliverable’ documents.

Deliverable 1 (Place Making Plan) - a public facing, overarching strategic vision that identifies priority areas for action within the study area. This shall be a five-year vision.

Deliverable 2 (Delivery Plan) - an internally focussed, ‘detailed delivery plan’ that utilises an appropriate methodology for the detailed analysis of the Study area sites and puts forward ‘evidenced based’ recommendations on preferred development / redevelopment options for Blaenau Gwent CBC to take forward.
