II.2.4) Description of the procurement

Carmarthenshire County Council is seeking to appoint contractors to undertake drainage surveys using specialist equipment and cameras that pass through the culverts and record their condition. The surveys are required as part of the Authority’s statutory duties under the Flood and Water Management Act 2010.

The surveys will be procured by mini-competition under a Dynamic Purchasing System (‘DPS’) arrangement.

The surveys are required as part of the Council’s statutory duties under the Flood and Water Management Act 2010. The requirement is purely for surveys, not repairs and the work programme is currently divided into three work areas namely:

- Surveys of known drainage systems

- Surveys of high-risk areas and unknown and uncharted systems

- Emergency incident response (could be known or unknown drainage systems)

IMPORTANT - UPDATE TO II.1) SCOPE OF THE PROCUREMENT
PLEASE NOTE that the original scope of the procurement for this Dynamic Purchasing System has been amended to include Connectivity Surveys on behalf of the Council’s Highways Service. These surveys are required as part of the Council’s statutory duties under the Highways Act (1980) and for Asset Management purposes.

Some minor amendments will be made to the PQQ (pqq_32986) on eTenderWales and the Specification document will also be updated to reflect the additional requirement.

As a result, the quantities of potential surveys required, in addition to the potential value of the work over the period of the DPS, will increase, although this is subject to funding being available. These changes are outlined in the revised Specification document.
