NHS North Central London CCG (under delegated commissioning on behalf of NHS England) is seeking to procure high quality provider/s to deliver GP Primary Medical Services under three 15-year APMS Contracts from 1 April 2021, delivered from the following sites:
Lot 1: Cricklewood Health Centre, Barnet,
Lot 2: Staunton Group Practice, Haringey, N22,
Lot 3: Tottenham Hale Medical Centre, Haringey, N17.
The procurement is split into 3 lots. Following the award procedures, one APMS contract will be awarded for each of the lots. Bidders are able to submit bids for one or more of the three lots. The maximum number of contracts to be awarded to one bidder will be 3.
Contract values within this notice are estimated values for the full extended duration of the contract and values may be subject to change throughout the contract term in line with provisions within the APMS contracts proposed.
Interested bidders must access the ITT documentation via the link provided and submit a ITT response via the online questionnaires on the e-Tendering portal ‘ProContract’ before the submission deadline stipulated. The authority is seeking to appoint a provider of primary medical care services for the patient list registered with Cricklewood GP Health Centre. The practice is currently managed under an APMS contract.
Cricklewood GP Health Centre is located in the London Borough of Barnet and it is part of NHS North Central London Clinical Commissioning Group (NCL CCG).
The current contract for the provision of primary medical care services is due to expire on 31 March 2021 and hence the need to commence this procurement.
The registered list size at 1 July 2020 was 5160, this equates to 4224 weighted patients. Since January 2015, there has been a steady list size growth per annum, the total list size growth over 4 years is 74 %. The list size in January 2015 was 1318 compared to 5160 as of 1 July 2020. There has been a small decline in the list size due to the contractor undertaking a list validation exercise in 2020. The current contract primarily serves the population of the London Borough of Barnet, Camden and Brent.
The contract will have an initial term of 5 years (60 months), followed by an optional extension of 5 years (60 months) at the discretion of the commissioner, followed by a further optional extension of up to 5 years (60 months) at the discretion of the commissioner. If all available extension are taken up in full the contract will have a maximum duration of 15 years (180 months).

The authority is seeking to appoint a provider of primary medical care services for the patient list registered with Staunton Group Practice, Morum House Medical Centre, 3-5 Bounds Green Road, London, N22 8HE. The practice is currently managed under a caretaking APMS contract.
Staunton Group Practice is located in the London Borough of Haringey and it is part of North Central London Clinical Commissioning Group (NCL CCG).
The current contract for the provision of primary medical care services is due to expire on 31 March 2021 and hence the need to commence this Procurement.
The registered list size at July 2020 was 13 946. This equates to 13 251.37 weighted patients. The practice list size declined sharply when the practice was placed in Special Measures by the CQC but has been steadily growing whilst the service was stabilised in caretaking. The caretakers have also undertaken a list validation exercise in 2020.
The contract will have an initial term of 5 years (60 months), followed by an optional extension of 5 years (60 months) at the discretion of the commissioner, followed by a further optional extension of up to 5 years (60 months) at the discretion of the commissioner. If all available extension are taken up in full the contract will have a maximum duration of 15 years (180 months).

The current contract for the provision of primary medical care services is due to expire on 31 March 2021 and hence the need to commence this Procurement.
The registered list size at 1 July 2020 is 3395, this equates to 3 118.83 weighted patients. Since June 2016, there has been a steady list size growth per annum over much of the course of the contract. The list size on the commencement of the contract (25 June 2016) was zero compared to 3 395 as at 1 July 2020. The current contract primarily serves the population of the London Borough of Haringey.
The contract will have an initial term of 5 years (60 months), followed by an optional extension of 5 years (60 months) at the discretion of the commissioner, followed by a further optional extension of up to 5 years (60 months) at the discretion of the commissioner. IV.1) Description
IV.1.1) Type of procedure

IV.1.11) Main features of the award procedure:
The services in the scope of this procurement fall within Schedule 3 to the Public Contracts Regulations 2015 (‘the Regulations’) which are not subject to the full regime of the Regulations, but is instead governed by the ‘Light Touch Regime’ contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
The authority will adopt the open procedure as a template for this procurement. The tendering process will be conducted in accordance with the requirements and flexibilities provided by Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all bidders equally.
Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the regulations, nor the description of the procedure voluntarily adopted by the authority nor any other indication, shall be taken to mean that the authority intends to hold itself bound by the regulations, save those applicable to services coming within the scope of Regulations 74 to 77.
Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgment of potential service providers. In such circumstances, and in any event, NHS England, the CCG or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by the respondent and company, agent, subsidiary or organisation may have contributed to any response submitted to this notice.

The contracting authority will voluntarily incorporate a standstill period from the date when information on the award of the contract is communicated to bidders.
