II.1.4) Short description
Skills Development Scotland (SDS) on behalf of Scottish Government, invites proposals to deliver Pathway Apprenticeships (PA) — Phase 1A. There will be further phases with up to 7 605 places available for overall programme. PA has been developed to support individuals in Scotland who have reached school leaving age up to age 18, who are not in receipt of benefit, a route to an apprenticeship and employment opportunities. There are currently 5 frameworks available for delivery — business skills (including digital), engineering, IT digital hardware, IT Digital Software and social services children and young people. All PA frameworks will be for 26 weeks and are at SCQF level 6 with the exception being engineering which will be for 36 weeks and at SCQF level 5 (all extended up to maximum of 52 weeks if the participant is disabled or care experienced). The estimated volume for this notice is for up to 2 000 PA starts.

Suitability criteria is not applicable for the procurement exercise.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer's (compulsory) liability insurance x GBP 5 000 000
Public liability insurance x GBP 1 000 000.
It is mandatory that you provide evidence of managing 2 contracts which provide evidence of your experience in delivering the same/similar services to that described in instructions to tenderers document for the PA(s) you are bidding for. Contracts can be from either the public or private sector, they should be current, i.e. within the last 3 years. If you cannot provide the required 2 examples then your submission will be a fail and therefore excluded.

The scope of services to be provided under this contract falls within the definition of social and other specific services in Schedule 3 to the Public Contracts Regulations 2015 (‘the regulations’) and therefore the procurement process shall in accordance with Regulation 74 of the Regulation be subject to the requirement of Section 7 of the Regulations. By virtue of regulation 76(3) of the regulations, bidders in any of the situations listed in regulation 58 of the Regulation may be excluded.
