A55 North Wales Coast Road Conwy Gypsy Traveller Site Noise Mitigation Measures

Description of the goods or services required

Conwy County Borough Council wish to appoint a contractor for the contract involving the construction of some 142m of 4m high Environmental Barrier in the westbound verge and embankment west of the A55 (T) North Wales Trunk Road Conwy.

The structure is required by the Planning Authority to reduce the noise from the A55 to the nearby Gypsy and Travellers site. The barrier will replace an existing 3m high environmental barrier that does not

currently conform to noise level requirements detailed in TAN 1(Wales).

-To reduce the noise levels propagated from the A55 heard by nearby residents to a lower level by means of the environmental barrier to conform with the requirements of TAN11 (Wales).

- To design, plan, programme and manage the traffic such that the works are carried out safely and to minimise the congestion, disruption and delay to the travelling public.

- To comply with NMWTRA Traffic Management Procedures to ensure the safety of road workers,

- The site is accessed from Old Bangor Road. Access from the A55 is only available during a Lane 1 night time closure provisionally programmed from 15/02/2021 – 19/03/2021 between the hours of 19:00 and 05:00.

- The site can be accessed otherwise from Old Bangor Lane. For Daytime working the Contractor shall install a temporary N2 W2 Vehicle restraint barrier together with security fencing behind the existing VRS to protect the work force from vehicle incursion. A temporary VRS is not required for Lane 1 Night time working.

- To divert where necessary and protect from damage the Welsh Government Communications apparatus and cables whilst constructing the permanent works

- To protect other Statutory Undertakers apparatus such as Water, Telecommunications and Electric.
