II.1.4) Short description
CAM Programme — Design Concept Procurement — Cambridgeshire and Peterborough Combined Authority.
Combined Authority (CPCA) is seeking to engage multiple suppliers or consortia to concurrently and independently develop and refine conceptual designs of ideas for a creative and holistic/ integrated transport solution for how the Cambridgeshire Autonomous Metro (CAM) could be delivered. Each appointed supplier/ consortia would be paid on a time and materials basis to develop their ideas inline with an agreed programme (approx 3 months) up to a point by which these could be presented to and reviewed by the project team and local community. There is also an ambition that, should one of the conceptual design be adopted for the ongoing development of the scheme, that that supplier or consortia may be asked to continue to engage on the project in an advisory capacity using the time and material rates within their contract.
Each of the three contracts has a maximum award value of GBP 200 000 plus the option of ongoing consultancy which will use the contracted rates as required.

II.2.4) Description of the procurement
The CPCA is seeking to procure conceptual design services from up to 3 tenderers (which can be a prime and sub-consultant arrangement or a consortium). The successful tenderers will be awarded a development contract under which the tendered plan for developing the conceptual design will be developed. The conceptual design development will be over two stages of 'design and review' followed by a presentation to the Mayor and then a third, final design submission, this stage-gate process within the contract must be completed by March 2021 The development contract also includes a longer term option for the CPCA to further develop the designs (or elements of) that are assessed as being beneficial to the larger CAM Programme; this service element of the development contract will expire 31 December 2022.

The development contract will expire 31 March 2021 unless extended (as above) up until 31 December 2022 for the provision of further design development or amendments and related consultancy services.

The process that the CPCA will apply will be:
— candidates must meet the minimum standards detailed in the SSQ. Responses to certain SSQ questions will be assessed on a 'pass/fail' basis. Responses to SSQ technical questions will be scored and weighted in the following way:
• co-operative working (30 %),
• design development (40 %),
• consultancy support (30 %).
The CPCA intends to invite the top 10 candidates who have all passed the relevant questions and have achieved the highest scores in the scored assessment to submit a tender.
