II.2.4) Description of the procurement
This is an extension to a contract for the provision of postal goods and services with Royal Mail Group Ltd. The contract was procured by the London Boroughs Postal Board, a consortium of 28 London borough councils set up to procure postal services across a single arrangement, via Crown Commercial Service's Postal Goods and Services (RM1063) framework agreement. The contract was for 4 years, from September 2016. The extension is required for the reasons set out in section 3 of Annex D1.

Explanation
This extension is being made in conjunction with Regulation 72 (1)(c) of the Public Contracts Regulations 2015.
The London Boroughs Postal Board (LBPB) is a consortium of 28 London borough councils set up to procure postal services across a single arrangement. The LBPB nominated 5 London Boroughs to form a ‘LBPB Working Group’ to discuss and agree the procurement strategy. The Working Group has been liaising closely with Crown Commercial Service (CCS) to progress with a procurement process since January 2020.
The need for modification has been brought about by circumstances that were not foreseen by the LBPB Working Group. The LBPB Working Group has been in touch with CCS since January 2020 for updates to progress with market testing and to conduct a further competition with all awarded providers on the new Framework for Postal Goods and Services (RM6017).
The CCS has experienced delays in confirming the award of contractors to the new Framework as the due diligence of contractors is not yet complete.
Due to the Covid-19 pandemic CCS were unable to visit locations and carry out audit checks, as some of the due diligence and particularly ISO standards, required visitation to providers' locations. Some organisations were unable to continue working on obtaining the required standards due to Covid-19. Due diligence information required various insurances/ISO9001 (quality management systems), ISO27001 (information and security of management systems/GDPR related), or equivalent for themselves and for their key subcontractor(s).
The modification does not alter the overall nature of the contract. The nature of service remains the same with collection and delivery of physical items of mail nationally and internationally. The existing terms and conditions will remain the same.
