UK Research and Innovation — British Antarctic Survey are to purchase a time of flight aerosol chemical speciation monitor that will allow the measurement of the chemical composition of atmospheric aerosol.
The system being purchased is the only system in the market that is able to take measurements in very low concentrations that BAS will encounter.
Therefore compliant under regulation 32, (2), (b), (ii) of the public contract regulations 2015 (as amended) — Competition is absent for technical reasons.

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
British Antarctic Survey require an instrument to operate in Antarctica for year-long deployments, measuring the chemical composition of atmospheric aerosol which are present in very small amounts.
We are aware of a single company, and one instrument, that is able to meet this specification. The time of flight aerosol chemical speciation monitor is capable of measuring the very low concentrations we will encounter, while being robust enough to operate for our extended application.
Therefore the procurement is compliant with PCR 2015 (as amended) under Regulation 32, (2), (b) (ii) Competition is absent for technical reasons.
