The Education and Training Foundation (ETF) has awarded a contract for the delivery of the Shaping Success Action Research programme which aims to provide an action research approach to the changing environment of post-16 teaching, training and development. Through this work it is expected that English and maths practitioners and providers will have a broader and deeper understanding of what works, for whom and why, directly impacting on learner achievement.

II.2.4) Description of the procurement
A contract has been awarded to enable the provision of an action research approach to the changing environment of post-16 teaching, training and development. The appointed tenderer is working closely with the maths and English Shaping Success delivery partners, enabling the Education and Training Foundation to provide a joined-up, multi-faceted CPD offer, supporting maths and English practitioners across all post-16 settings in challenging circumstances.

Justification:
The Covid-19 outbreak gave rise to an urgent need for the supply of action research projects because the shaping success: effective Maths and English CPD for practitioners working in post-16 Education and Training ITT (ITT Reference No. M&E 20/21) within which this strand of work original sat had been withdrawn. There was an urgency for this strand to proceed without strands 1 and 2, therefore this strand was re-issued. The Education and Training Foundation did not have sufficient time to comply with the standard open procedure for this procurement. The Education and Training Foundation took this approach as it considered this to be a state of urgency which it has duly substantiated. Accordingly, The Education and Training Foundation used the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation 27(5) for the open procedure) in respect of this procurement.
