The Carers (Scotland) Act 2016 is designed to support carers’ health and wellbeing and help make caring more sustainable. There are duties placed on local authorities to help support carers. Carers who are supported to carry out their role in a way that supports their own health and wellbeing are key to achieving the EHSCP’s vision to deliver together ‘a caring, healthier and safer Edinburgh’. The Council are requiring providers to help provide services and will work with the EHSCP, City of Edinburgh Council, Communities and families, NHS Lothian and other third sector partners to address the actions detailed within the Edinburgh Joint Carers’ strategy 2019-2022 implementation plans.

The provider will work with businesses and employers to raise awareness of carers; raise awareness of carer positive employers award; identify and support carers in the workplace and those who wish to return to employment; and provide training to health and social care staff working within the Edinburgh Health and Social Care Partnership, City of Edinburgh Council NHS Lothian, Third and Independent sector within the City of Edinburgh.
(b) Information and advice service
The provider will offer an accessible face to face, and digital service of information and advice on topics relevant to carers, including but not restricted to:
— carers' rights, as detailed in the Carers' Charter,
— income maximisation for carers,
— how to access advocacy support,
— how to access health and wellbeing support,
— how to access bereavement support services for carers following the death of a cared-for person; and

A variety of support will be offered for all adult carer groups some on a city-wide basis and others offered within each of the four EHSCP localities – North East, North West, South East and South West.

The service will provide a range of overnight, day and evening breaks for adult carers. An adult carer is a person who is at least 18 years and no longer attending school and provides, or intends to provide, unpaid help and support to a relative, friend or neighbour who cannot manage to live independently without the carers help due to frailty, illness, disability or addiction. The service provider will plan, coordinate and manage a programme of short day, evening and residential breaks for adult carers. The short breaks can be for the carer themselves or for the carer and the cared for person together.
The planned short breaks will enable carers to meet peers and the service providers employees or volunteers, who will be able to offer emotional support to the carer in addition to them having a break from their caring role.

This service shall be part of the EHSCP integrated carers team, alongside the carer support hospital discharge team and led by the Carer Service Development Manager within the EHSCP. The integrated team works with hospital teams, primary care teams and locality EHSCP teams to support early identification of carers in statutory services and act as a bridge to connect carers into established local third sector carer organisations. The service shall provide personalised support for adult carers in specific localities, who have requested support through one of the EHSCP partnership pathways (via GP or Social Care Direct) or have been identified by EHSCP staff.

Precise information on deadline(s) for review procedures:
Appeals procedure: a tenderer that suffers loss as a result of a breach of duty under the Public Contracts (Scotland) Regulations 2015 may bring proceedings in the Sheriff Court or the Court of Session. The City of Edinburgh Council (the Council) will have a minimum standstill period of 10 days before awarding the contract. The communication of the award decision notice will be sent by fax or e-mail to all tenderers with the standstill period commencing on the next working day. If proceedings are started in the Sheriff Court or the Court of Session against the Council in respect of the decision to award the contract within the standstill period then the Council is prevented from awarding the contract. Post contract award the Sheriff Court or the Court of Session may (1) award damages provided proceedings are brought within 3 months from the date when the grounds for the bringing of the proceedings first arose (2) be entitled to issue an ineffectiveness order or impose a financial penalty on the Council. A claim for an ineffectiveness order must be made within 30 days of the contract award notice being published in the OJEU or within 30 days of the date those who expressed an interest in or otherwise bid for the contract were informed of the conclusion of the contract or in any other case within 6 months from the date on which the contract was entered into.
