Spares and Repair Contract with Post Design Services (PDS) elements, to support the ring sight optical systems

Background

The International Guns Missiles and Rockets Project Team (IGMR PT) which is part of the United Kingdom Ministry of Defence is intending to place a contract with Ring Sights Defence Group Ltd for a spares and repair contract with post design services elements, to support the ring sight optical systems.

The LC-40 optic is a sight and laser illuminator, used with M134D (DC) Minigun, M60D and M3M machine guns. The sight comprises of a 1x magnification reflex collimator, to improve the gunner's accuracy using the weapon and mounted on top of the sight is a target illuminator.

Duration of contract and cost

The duration of the contract will be five (5) years and have an estimated value of six hundred and fifty three thousand pounds (£653K).

Justification

It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 28(1) (e) of Directive 2009/18/EC (Regulation 16(1)(a)(ii) of UK Defence and Security Public Contracts Regulations 2011) for technical reasons.

Ring Sights Defence Group are the Original Equipment Manufacturers (OEM) for the LC-40-100-NVG-GSO-CA and LC-40-100-NVG-GSO-VBTIL-CA (otherwise referred to as TIL and VBTIL) sighting systems, which provide assurance that the sight design is fit for purpose, meets user requirements and is safely integrated onto Air Platforms (Chinook, Merlin and Wildcat).

The MOD cannot contract with another economic entity as the performance of the contract requires access to technical information and the necessity to use specific know-how and expertise in order to carry out repairs and post design service elements. All drawings and bill of materials necessary to perform the contract are owned by Ring Sights Defence Group.

It is for the reasons listed above that the company is the only operator able to perform the contract.
