We require support with our information campaign, including print and distribution of resources, relating to the Senedd election in May 2021.

4. Detailed Requirement

We are looking for an external supplier to help produce and distribute a range of public information, awareness raising and educational resources for various audiences.

We expect the supplier to develop ideas and use its expertise and distribution networks to ensure that the promotional and information materials reach the target audiences in the most effective way. Proposed solutions will need to be compliant with GDPR regulations, which are outlined within Section 25 of our Standard Terms of Services.

At the Return of Tender stage, bidders are asked to submit a proposal which outlines an overarching Bilingual information and promotional campaign to include the following elements;

1. Vote 16 Promotional campaign

Print & distribute a range of marketing materials e.g. flyers, information booklets, postcards, to relevant target young audiences via schools, FE Colleges, community groups.

*Senedd to supply design

2. Vote16 Information Packs

Print and distribute Educational Resource and content Packs to all secondary schools in Wales

*Senedd to supply finished copy and design

3. Vote16 letter nationwide

Print & Distribution of printed letters to target addresses of all 15-17 year olds in Wales

A special invitation by post to all eligible 15-17 year olds to register and vote.

*Supplier to identify and source specific addresses based on above – if not possible, to suggest an alternative

*Senedd to supply copy and branding elements

4. Senedd Election Targeted Information Campaign – Print

Print & distribute printed materials e.g. flyers, posters, in a range of relevant languages to audiences, especially those belonging to BAME communities.

A targeted, information campaign with engaging, relevant content and bespoke messaging to inform hard to reach audiences in a wide variety of languages (geographically and community targeted) as listed in audiences above

Timescale

A proposed delivery timetable will be required at ITT stage, from the award tender date.

Initial materials e.g. Vote16 educational resources, will need to be ready for the launch of the Senedd campaign on Feb 1 2021 and distribution should be phased from then on until mid April.

Suppliers will need to be registered on the Bravo Solution portal in order to obtain the Pre-Qualification Questionnaire (PQQ) and view the supporting Procurement documents. If you are not already registered you can register by going to www.etenderwales.bravosolution.co.uk. It is free to register on this portal. Once registered:-

- Click the 'Open Access PQQs' link

- Click on the relevant PQQ to access the content (pqq_33025 - Senedd 2021 Election Information and Marketing Campaign (Print)

- Click the 'Express Interest' button in the 'Actions' box on the left-hand side of the page. This will move the PQQ into your 'My PQQs' page

- Click on the PQQ code. You can now access any attachments by clicking the 'Settings and Buyer Attachments' in the 'Actions' box

- You can now choose to 'Reply' to the PQQ and submit your response

Please note that the Procurement documents will be uploaded into the 'Supplier Attachments' area under 'Settings' for all suppliers to view.
