Middlesbrough Youth Service supports Middlesbrough Children’s Services vision of ‘Middlesbrough Children Matter’, through delivering an inclusive youth service that is accessible to all young people residing in Middlesbrough aged 11-18 years old (up to 25 years old for those with additional needs). The service will aim to deliver early help and prevention work for children, young people and their families to reduce the impact of adverse childhood experiences. The youth service will also offer targeted support for those young people who require additional provision, including supporting young people at key transitional stages of their childhood. The vision for Middlesbrough Youth Service will incorporate Middlesbrough Council’s values:

This service specification sets out the model, service and performance standards for Middlesbrough Youth Service.

II.2.4) Description of the procurement

The teenage years are a critical period of growth and an important time for making significant life choices and decisions. This can lead to changes in the nature of the relationship between young people and their parents or carers, often making it more difficult. These difficulties are for most, the normal pressures of growing up and do not lead to detrimental outcomes and most young people make the transition successfully to adulthood. However, some children and young people struggle at key transition points where there is significant change in their lives and there will be a focus in the youth service model on these transitions. This can include changing schools, or moving from primary to secondary school, as well as the transition from school to next steps in education or employment following year 11.
