Skills Development Scotland, on behalf of Scottish Government invites bids to deliver Modern Apprenticeship (MA) services for starts for year 2021-22, plus optional two 1 year extensions for 2022-23 and 2023-24, at SDS discretion. Such services will continue to be delivered for the duration of the apprenticeship (in-training). The dual purpose of the MA Programme is to support individuals to learn while in work; and economic growth across Scotland. MAs are a joint investment between employers/public funding. Employers invest through wage costs and on-going support and public funding contributes towards the costs or training. There are 4 Lots available to bid for:
Lot 1 Providers Lowlands and Uplands;
Lot 2 Providers Highlands and Islands;
Lot 3 Providers South of Scotland;
Lot 4 Employers.
Please note the value of GBP 243 million is an indicative value based on annual value of GBP 81 million. The GBP 243 million is only if the optional 2 + 1 year extensions is requested at SDS discretion.

Suitability Criteria is not applicable for the procurement exercise.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer's (compulsory) liability insurance = GBP 5 000 000
Public liability insurance = GBP 1 000 000.
It is mandatory that you provide evidence of managing 2 contracts which provide evidence of your experience in delivering the same/ similar services to that described in Instructions to Tenderers If you cannot provide the required 2 examples then your submission will be a fail and therefore excluded.
Quality assurance — Q1 and Q2 are pass/fail and Q3a and 3b are scored pass/fail, you must obtain a score of 2 or more to pass.
Environmental standards — not applicable for this procurement as a Selection Criteria.

The scope of services to be provided under this contract falls within the definition of social and other specific services in Schedule 3 to the Public Contracts Regulations 2015 (‘the Regulations’) and therefore the procurement process shall in accordance with Regulation 74 of the Regulation be subject to the requirement of Section 7 of the Regulations. By virtue of regulation 76(3) of the regulations, bidders in any of the situations listed in regulation 58 of the Regulation may be excluded.

Part 2 Award Criteria: Delivery 70 %, Equality, Diversion and Inclusion 15 % and Fair Work Practice 15 %
Award scoring methodology will be used for each of the award criteria of 0-3 (Sect 1 and 2) or 0-4 (Sect 3) as stated in the ITT document.
SDS in allocating volumes will take into account the bids received and the priorities for the programme and may allocate to the estimated value specified or less, as appropriate.
