Torbay and South Devon NHS Foundation Trust (the ‘Trust’) invite Providers to apply for the provision of a domiciliary Escalation Care service (ECS) in Torbay.
ECS is a 7-days a week service to prevent delayed transfers of care from hospital setting, meet the increasing need in the community, and to avoid unnecessary admissions by providing rapid care and support which promotes independence and enables clients to live as independently as possible in their own homes with the right support.
The Trust recognises that recruitment and retention is difficult in the current circumstance and therefore has divided its requirements up into the following three (3) lots:
Lot 1 – 200 (block) hours per week, contract period = 1yr + 1yr + 1yr
Lot 2 – 200 (block) hours per week, contract period = 6m + 6m + 6m
Lot 3 – 150 (block) hours per week, contract period = 6m + 6m

Torbay and South Devon NHS Foundation Trust (the ‘Trust’) and its partners Torbay Council and Devon CCG are inviting Providers to apply for the provision of a domiciliary Escalation Care service in Torbay.

All service providers must meet the ‘fundamental standards’ as set out in Part 3 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 (as amended) (the ‘Fundamental Standards’) and Part 4 of the Care Quality Commission (Registration) Regulations 2009 (as amended).
This procurement is under the 'Light Touch' provisions of the Public Contracts Regulations 2015 (Chapter 3, Section 7 - Social and Other Specific Services).

This procurement is open to all Providers currently in the Domiciliary Care or Live-In Care market or considering a move into either market within the geographic area of Torbay. It is anticipated that delivery of the services will begin 1st November 2021. The length of contract will depend on which Lot the provider applies for and is successful in.
