Description of the goods or services required

The form of Contract for this Scheme will be NEC4 Professional Services Contract June 2017. Conditions of Contract are the core clauses for main Option A, dispute resolution Option W2 and secondary Options X2, X5, Y(UK)2 and Z Clauses.

Conwy County Borough Council is seeking to appoint a consultant to prepare an options appraisal feasibility study for roundabout improvements at the existing Links Hotel roundabout, Llandudno, to reduce congestion during peak periods.

Conwy County Borough Council is seeking to appoint a consultant to prepare an options appraisal feasibility study for roundabout improvements at the existing Links Hotel roundabout, Llandudno, to reduce congestion during peak periods.

The commission will also include traffic modelling of the Links Hotel roundabout to identify causes for the traffic congestion at the roundabout. Identify possible solutions and recommendations to change the layout of the junction in order to alleviate traffic congestion problems in the area.

Each option plan proposal must be appraised using a high level framework assessment method, such as The New Approach to Appraisal (NATA) framework. The principles and key elements of the NATA framework can be found in the Department for Transport's Transport Analysis Guidance (TAG).

All improvement options must be designed in accordance with the DMRB, Active Travel Wales Act Design Guidance and best practice guidance.
