Approved Provider DPS for the provision of domiciliary care for people eligible for Continuing Healthcare (CHC) and including Fast Track / End of Life Care in Leeds.
The purpose of domiciliary care services is to support adults (aged 18 and over) assessed as eligible for Continuing Healthcare (CHC) and registered with a Leeds GP, or resident within the boundaries of NHS Leeds Clinical Commissioning Group (CCG).
The domiciliary care service is to enable CHC eligible service users to remain in their own home, living as safely and independently as possible and will involve the provision of some or all of the following:
• Personal Care
• Health Care (where the Provider has been approved to offer health care level services)
• Rehabilitation/Maintenance of independent living skills
• Domestic tasks including shopping, laundry and meal preparation
• Carer support, including night sitting and respite care
• Support for service users at the end of life (these are usually identified as Fast Track funded)

II.2.4) Description of the procurement
The CCG is awarding a Dynamic Purchasing System (DPS) for home care for continuing healthcare in Leeds. Any reference to ITT’s or Tenders in the portal also refers to a DPS.
Please Note: The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the ‘Regulations’). As such, the procurement of the Services is being run as a bespoke, process akin to, but not the same as, the Dynamic Purchasing System Procedure. In conducting this process NHS Leeds CCG does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services and therefore any reference to a DPS are not intended to conform to section 34 of the Regulations.
The total annual demand across the city is approximately 645,000 hours. This is broken down in to:

Demand is variable and the numbers shown are indicators of previous use, they are not a guarantee of hours.
The DPS will be open to providers to participate until 12 noon on 31 May 2022 and providers can request to participate at any time. Evaluations of applications will take place at least every 3 months.
Participants must be able to provide care to postcodes within the boundaries of NHS Leeds (CCG). There are occasions when Leeds CHC funded service users live just outside the boundaries, the map in attachments details the postcode where Leeds CHC funded service users are receiving domiciliary care.
Participation and approval in the DPS does not guarantee activity or income and in the interests of being transparent the number of packages may decrease due to longer term commissioning plans meaning some provisions or postcodes mentioned above are no longer sourced via the DPS. Care packages will be uploaded to the brokerage system, Leeds Care Finder, and it will be the DPS providers’ responsibility to respond, using their NHS email address. The care packages will be available for DPS providers to view for up to 4 hours. The care package will be awarded to the first DPS provider, within 4 hours that can commence the package within 24 hours. If the care package can’t be commenced within 24 hours by any DPS provider then it will be awarded to the DPS provider that can commence the care package the soonest. If there are 2 DPS providers with the quickest commencement time then it will be awarded to the DPS provider who responded first.
It is our intention for all care packages to be commissioned to DPS providers and applications to apply on the DPS will remain open for the duration of the DPS which will support this.
If for any reason during the period of the DPS the CCG becomes aware of any reason why the provider would not still pass the selection criteria (for example, the CQC rating falls to inadequate or the service is not being delivered to what is detailed in the service specification) then the Provider will be suspended from the DPS until they can provide evidence that the selection criteria is met.
All packages sourced before the DPS is established will remain with the care providers already in place.
The estimated value of the total demand is £11,000,000 per annum.
