Abstract

Newport City Council is seeking a suitably qualified and experienced consultant to undertake a Housing Supply Review. This review will consider what constraints or barriers are facing the housing development industry in Newport and what can be done to improve delivery rates. The first is to consider any obstacles facing both market and affordable housing delivery in Newport and for the report to set out recommendations to positively plan for future housing rates. The second purpose is the identification and recording of land and buildings within the urban boundary of Newport that are empty or being underutilised and which could be acceptable for locating residential units. This should include consideration of the following sites: Vacant/dormant/derelict land and buildings that have been previously development (and that is not housing) LDP designations other than for housing e.g. employment Redevelopment of car parks Intensification of land use (in residential area) e.g. underutilised areas such as garage forecourts, excess land surrounding retail centres etc. Conversion of commercial buildings that are dormant or underused, e.g. upper floors in city centre Sites will not be considered appropriate for residential development where: Statutory environmental designation e.g. SAC, SPA, SSSI, NNR Designated Environmental Space Well performing employment sites e.g. EM1i,iv,v,vii) Well used public buildings and community facilities Within Flood Zone C2
