Abstract

Powys County Council is seeking bids from organisations to undertake a ‘Settlement Audit’ for the Powys Local Planning Authority (LPA) Area. The Settlement Audit will be used as evidence to inform the review of the Powys Local Development Plan (LDP) (2011-2026) which is due to formally commence summer 2022. The ‘Settlement Audit’ will consider the following for each settlement: 1. Previously Developed Land Opportunities 2. Transport Opportunities 3. Infrastructure Capacity 4. Services and Facilities / Retail Catchments 5. Employment Provision 6. Open Space / Green Infrastructure (checking existing dataset) 7. Environmental Capacity (Strategic Constraints) 8. Character 9. Community Aspiration The settlements to be considered are those that are identified as Towns and Large Villages in the LDP settlement hierarchy; this includes fifteen Towns and forty-three Large Villages. However, when looking at the proximity of settlements to services and facilities this is not restricted to the Powys LDP area. The Council expect the Settlement Audit work to be completed by 1st July 2022, with the interim findings by 1st March 2022.
