Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The positive control used is a harvest of cells producing the Virus. Therefore, the most relevant negative control is a harvest of the same cells, grown by the same supplier, in the same conditions, except not producing the virus. Thus, we cannot manufacture or obtain a more relevant control from other suppliers and competition is absent for technical reasons. These controls are now a part of the UKAS accredited workflow and so are an essential part of the process thus competition is absent for technical reasons.
