Abstract

Social Care Wales is looking to commission an experienced supplier to assist us in developing an outline of a professional development framework for social care data and analysis roles in Wales. The framework should include a picture of the skills requirements for basic data literacy that all of the social care workforce should possess, through to collecting and using data in research, and complex analysis requiring high level skills in data science, computer science and statistical analysis. Our chosen partner must ensure the framework is informed by both the current and future operational and strategic needs of the social care sector. The framework should also offer a pathway for progression for analysts to develop their skills over time through continued professional development. We would also require an overview of what would be needed to implement the framework within local authorities in Wales, including further opportunities to develop by: - investigating how we might transfer learning from local authorities who have invested and developed their analytical capabilities - harnessing the learning and resources from projects happening in parallel to develop digital and data skills, for example, through Welsh Government’s Digital Strategy - joining or creating innovative projects to develop analytical capabilities and capacity both in Wales and farther afield, and in other sectors, including health - investigating novel mechanisms to deliver knowledge and learning opportunities for students, those already in the workplace, or for those starting their careers, i.e. apprenticeships, work placements, mentoring etc. - working with partners in health, government and academia to ensure that those studying in further/higher education see health and care as viable career options when they graduate. - creating a standardised framework of data and analytics skills which are more easily transferred across organisational boundaries and organisations have the opportunity to draw upon standardised skills templates from which to recruit and develop their staff.
