Abstract

The Multiply Numeracy Project follows the Department of Education's Multiply Investment Prospectus which can be found here: https://www.gov.uk/government/publications/multiply-funding-available-to-improvenumeracy-skills

Kent County Council has divided these interventions into the following. These interventions are to be delivered per district or countywide.

Lot 1 - Intervention 1a - Courses designed to increase confidence with numbers for those needing the first steps towards formal numeracy qualifications - Engagement activities

Lot 2 - Intervention 1b - Courses designed to increase confidence with numbers for those needing the first steps towards formal numeracy qualifications. - Non-accredited numeracy courses.

Lot 3 - Intervention 2a - Courses designed to help people use numeracy to manage their money -Engagement activity

Lot 4 - Intervention 2b - Courses designed to help people use numeracy to manage their money - Financial Literacy courses including money management.

Lot 5 - Intervention 3a - Innovative numeracy programmes delivered together with employers – including courses designed to cover specific numeracy skills required in the workplace - Engagement activities.

Lot 6 - Intervention 3b - Innovative numeracy programmes delivered together with employers – including courses designed to cover specific numeracy skills required in the workplace - Non-accredited numeracy courses.

Lot 7 - Intervention 4a - Courses aimed at people who can’t apply for certain jobs because of lack of numeracy skills and/or to encourage people to upskill in numeracy order to access a certain job/career - Engagement activity.

Lot 8 - Intervention 4b - Courses aimed at people who can’t apply for certain jobs because of lack of numeracy skills and/or to encourage people to upskill in numeracy order to access a certain job/career - Non-accredited numeracy courses.

Lot 9 - Intervention 5 - New intensive and flexible numeracy courses targeted at people without Level 2 maths, leading to a Functional Skills Qualification - No Year 1 delivery as enough AEB to meet need

Lot 10 - Intervention 6a - Courses for parents wanting to increase their numeracy skills in order to help their children, and help with their own progression - Engagement activities

Lot 11 - Intervention 6b - Courses for parents wanting to increase their numeracy skills in order to help their children, and help with their own progression - Non-accredited numeracy courses

Lot 12 - Intervention 7a - Numeracy courses aimed at prisoners, those recently released from prison or on temporary licence - Engagement activities.

Lot 13 - Intervention 7b - Numeracy courses aimed at prisoners, those recently released from prison or on temporary licence - Non-accredited numeracy courses

Lot 14 - Intervention 8a - Numeracy courses aimed at those 19 or over that are leaving, or have just left, the care system - Engagement activities.

II.1.4) Short description

Kent County Council (the Council) is the largest local authority in England covering an area

of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services

and a population of 1.6m.

The Multiply Programme was announced by the Department for Education in April 2022 –

being part of a range of initiatives that aim to boost adult skills. The programme is for 19+

adults who do not have a GSCE at Grade 4 (or equivalent) and aims to help people improve

their ability to understand and use maths in daily life, home, and work – from household

finances, to helping children with homework, to making more sense of the facts in the media

and improving employability / job prospects.

Kent County Council is looking to appoint Suppliers through a Dynamic Purchasing System,

to provide this service. The DPS is for the procurement of social and other services referred

to in Regulation 74 of the Public Contracts Regulations (2015) and as such, the intention is

to use a light touch regime, rather than the full regime described in Regulation 34 (Dynamic

Purchasing System).
