II.2.4) Description of the procurement
Procurement Assist Limited invited to tender organisations wishing to participate in a 48 month national Framework Agreement for the Supply of Materials and Associated Services. The Framework Agreement was to operate as a supplies agreement, across the United Kingdom, including Wales, Scotland, England and Northern Ireland. The Framework Agreement would have been accessible by all current and future Clients of Procurement Assist Limited. The Framework Agreement may have been used by all NHS Trusts, Social Housing Providers, Local Authorities, Blue Light Services, Education establishments and Charities, and all other contracting authorities that are located in the United Kingdom including those listed in Schedule 1 of the Public Contracts Regulations 2015/102. The scope of the Framework Agreement was to supply materials to the public sector, through various delivery service models and provide associated services to maintain a sustainable supply chain. The procurement process was undertaken, and upon evaluation of submissions, on 8 August 2023 it was identified that separate evaluation criteria should have been applied across the Lots rather than one criteria applied across all Lots. After careful consideration Procurement Assist Limited made the decision to abandon the procurement process under Regulation 55 (1) (a) of the Public Contracts Regulations 2015 (PCR2015) for the Supply of Materials and Associated Services Framework Agreement for which there has been a call for competition. All bidders were notified of this decision and this procurement process is now closed. Procurement Assist will assess the evaluation criterion methodology and seek to re-tender the framework agreement at a later date.
